Agent workspace builds reaching the "limit" should not prevent any form of workspace creation. This is a critical flow for Coder and not worth nickel-and-diming people, especially as many not be aware of our new pricing change. Our "agent workspace builds" licensing currently accepts both a soft limit and a hard limit. When the hard limit is reached, users see this error:
Build is not permitted: You have breached the managed agent limit in your license. Please contact sales to continue using managed agents.
We do not want licensing to get in the way of the critical path for people to create workspaces. For existing licenses, let's remove this error and only show a warning when users breach the limit.
For future licenses generated, let's remove the concept of soft and hard limits. In the future, we could add time-based scenarios where we completely cut off usage after, for example, 30 days, of breaching the limit.
