Set WP_CLI_PACKAGES_DIR in config file #5645

Hi,
I'd like to set WP_CLI_PACKAGES_DIR env var from the wp-cli config file ( ex. wp-cli.yaml).
The use case is hosting platform which don't allow to set environment variable ( or make it difficult)
