The Global Internet Forum to Counter Terrorism (GIFCT) recently launched its Definitions and Legislation Project - a new resource for practitioners seeking to better understand how terrorism and violent extremism are defined and legislated globally. The project reflects the reality that GIFCT’s work, and that of its multi-stakeholder community, is shaped in part by government and intergovernmental definitions, as well as the legislative frameworks that regulate how tech companies address terrorist and violent extremist content online. Given the lack of universally agreed definitions of terrorism and violent extremism, the project explores the complementary - and sometimes conflicting - nature of these frameworks, and highlights the risks that can arise when relying solely on designation lists. It also provides strategies to support tech companies working to identify and action terrorist and violent extremist content on their platforms in a consistent and responsible way. At the Global Internet Forum to Counter Terrorism (GIFCT), our membership spans companies large and small. It includes the full spectrum of the tech stack – including social media, marketplace and e-commerce, file sharing, AI, video streaming, gaming, and more - all working together to prevent terrorists and violent extremists from exploiting online platforms. Each month, member meetings provide GIFCT members with a chance to hear from subject-matter experts, engage with peers, and share platform-specific insights. These cross-sector and cross-platform exchanges help empower member trust and safety efforts and deepen collective understandings of regional threats and trends across the global threat landscape. We are grateful to our partners for their contributions to these critical dialogues, and we look forward to continued collaboration.
🌐 On 10 June, the #UNOCT Victims of Terrorism Programme was invited to brief the Global Internet Forum to Counter Terrorism (GIFCT) during their Monthly Member Meeting. The briefing featured a presentation by the Victims of Terrorism Associations Network (#VoTAN) to spotlight critical recommendations on combatting sources of online harms impacting victims of terrorism and their families worldwide. This provided an opportunity to highlight the voices, experiences, and specific needs of victims when developing strategies for a safer internet. The United Nations Office of Counter-Terrorism (UNOCT) thanks #GIFCT for hosting this discussion and for their ongoing engagement and collaboration and Auswärtiges Amt (Federal Foreign Office) Germany for supporting UNOCT's work on leveraging new technologies in support of victims of terrorism. Together, we can create safer online spaces for victims of terrorism worldwide.

The Global Internet Forum to Counter Terrorism (GIFCT) and the Global Network on Extremism & Technology (GNET), our academic research arm, recently partnered on events to address the critical issues at the intersections of technology and counterterrorism. “Threats in Focus: Re-Examining Terrorism and Violent Extremism at the Tech Frontier” paired the Sixth Annual GNET Conference with GIFCT’s Global Multi-Stakeholder Forum and convened industry leaders, governments, researchers, and practitioners at King’s College, London, to strengthen collective efforts to improve online safety and build resilience against terrorism and violent extremism. Over two days, the event: ➡️ examined the increasingly hybridized and cross-platform nature of terrorist and violent extremist activity online, ➡️ explored the trends of today’s threat landscape as terrorists and violent extremists exploit conflict zones, adopt tactics associated with organized crime, and blend harm types; and ➡️ highlighted the value of cross-sector collaboration, as well as the innovative interventions platforms are developing to counter evolving threats. Underscoring the importance of multi-stakeholder engagement, the events provided a critical opportunity for substantial dialogue across our community of industry, government, and civil society partners. Violent extremists and terrorist groups have increasingly used ongoing conflicts as opportunities to create and spread content designed to encourage violence, deepen divisions, and exploit existing grievances. As part of efforts to better understand and address these risks, Global Internet Forum to Counter Terrorism (GIFCT) and the Konrad Adenauer Foundation (KAS) New York Office are collaborating on a forthcoming project focused on the online and offline harms that can emerge from conflict environments, and what they mean for policymakers, digital platforms, and practitioners working in the counterterrorism space. This collaboration reflects a shared commitment to exploring the complex relationship between technology, conflict dynamics, and terrorism prevention.
