What? How? Why?

Adds settings.blockVisibility.allowEditing to theme.json, allowing themes to disable the block visibility feature entirely.

When set to false, the toolbar button and block options menu item are hidden. In this regard, it makes this block support consistent with color, typography etc.

blockVisibility.allowEditing follows the layout flag. The reason is the two-fold nature of blockVisibility at the block supports level: a bool means don't render the block at all, but viewport settings allow users to control visibility per viewport.

The object shape also leaves the door open to extending block visibility to triggers, not only blockVisibility.viewports but others like post type or whatever.

Limitations

Per-block overrides via settings.blocks["core/group"].blockVisibility are not yet fully implemented in this PR.

Questions

So far, the settings in this PR affect the UI-only.

So content, that is, the saved blockVisibility attribute, survives theme switches. This is consistent with other block supports.

Because theme switching is non destructive, blocks that have been hidden previously will still contain their visibility attributes in themes that do not support blockVisibility.

Because of this, I've left the markers in the list view and block inspector sidebar intact.

However, should block visibility attributes survive theme switches? Is block visibility an editorial property (belongs to the content, survives theme switches) or a presentational property (belongs to the theme relationship, should be re-evaluated on switch)?

If the latter, we could update this PR to keep the attributes, but ignore them, e.g., render all blocks as if they had no rules.

Testing

In an active theme, add to theme.json:

Open the editor and select a block. Check that there's no eye icon in the toolbar.
Open the block options menu. Check that there's no Hide/Show item.
Open the command center. Check that there's no Hide/Show item.
Open the keyboard shortcut modal. Check that the shortcut to "Show or hide the selected block(s)." is not present.
Remove the setting. Check that controls reappear.
With the setting absent, hide a block on mobile via the visibility modal. Then add "blockVisibility": false and reload. Confirm the block is still hidden on the frontend.

I'm still not sure about responsive. namespace here. The feature is entirely media-query driven, and there's nothing non-responsive about it 😄

Are we disabling block visibility as a whole? Or only per-breakpoint block visibility?

Either way, we could make the shape consistent with other block supports from which selective parts can be disabled. So for instance, we already have settings.layout.allowEditing or settings.color.defaultDuotone which can be set to false, so in this case the most intuitive shape would be something like settings.blockVisibility.viewports which can take a boolean. Or if we want to disable the whole thing, maybe allow settings.blockVisibility to take an optional boolean too (I don't know if there's precedent for this sort of top-level switching on and off, but it might be useful in some cases)

Block visibility as a whole. settings.blockVisibility sounds like a good compromise I think. There was talk of adding other "responsive" triggers like "post types" of whatever, but if we need to extend we can always used two types bool + object.

So the general rule is "when the setting is false, hide the controls, full stop, but leave saved attributes preserved".

So for a theme switch or if the theme switches block visibility off, the blocks will behave as they would before, but there'd be no controls.

Only a single eye icon in the list view and badge in the block card survive to indicate.

Most block supports are presentational and their application to blocks survives theme switches, so there's no reason for this to be different.

#79104 will complicate this a little due to enabling themes to set a single breakpoint. So if you configure a block to be hidden on tablet and your new theme only has a mobile breakpoint, that "hidden on tablet" will no longer apply. But the attribs stay on the block, so if you switch back to a theme with tablet breakpoint, they apply again.

There's probably no good way to do this in the universe of configurable breakpoints, because themes will define different widths for their breakpoints, and what worked with one width might not work with another. But this way seems reasonably predictable so not too bad 🤷

Of course if we ever allow themes to define an arbitrary number of breakpoints, that'll complicate things more 😅

Do we want to be able to set this per-block as well as globally? (I can't see a use case for it personally). If we do want this to be global only, we should probably unset this property at the block scope in the sanitize function, like we're doing with viewport.

Good question. Mentioned in the PR desc as well - I deliberately left blocks out of this for now until we have a use case for it.

Also looking good / testing well for me. And I like the overall structure of using allowEditing to control visibility of the controls but preserving the behaviour of hiding, and that's reflected in the UI as you mention:

And if folks really want to, they can still edit visibility via the code editor view and flip flags in the block markup.
